cURL error 77: error setting certificate verify locations on WordPress Installation

I’ve have a Windows Server running Plesk.

One of my sites is a WordPress 4.7.5 installation, running with PHP 5.5.

I have installed the following plugin Constant Contact Official Plugin

However, when I activate the plugin and then link to m account with Constant Contact. If i tried navigating to the settings page or lists page I received a cUrl Error 60.

So I followed the following link;

cUrl Error 60

After doing this however, i get the following error;

I have also tried without the .txt extension (this was a fix mentioned in another stack question) but get the same result?

Can anyone please guide me as to what is causing this error?
