My wordpress .htaccess file has code pasted below:

# BEGIN WordPress
<IfModule mod_rewrite.c>
RewriteEngine On
RewriteBase /itsencinitas_dev/
RewriteRule ^index.php$ - [L]
RewriteCond %{REQUEST_FILENAME} !-f
RewriteCond %{REQUEST_FILENAME} !-d
RewriteRule . /itsencinitas_dev/index.php [L]
</IfModule>
# END WordPress

When I update my code to maximize the php execution time then it gives 500 internal server error

# BEGIN Increase Max Upload Size
php_value upload_max_filesize 64M
php_value max_execution_time 3000
php_value post_max_size 20M
php_value max_input_time 300
# END Increase Max Upload Size
# BEGIN WordPress
<IfModule mod_rewrite.c>
RewriteEngine On
RewriteBase /itsencinitas_dev/
RewriteRule ^index.php$ - [L]
RewriteCond %{REQUEST_FILENAME} !-f
RewriteCond %{REQUEST_FILENAME} !-d
RewriteRule . /itsencinitas_dev/index.php [L]
</IfModule>
# END WordPress

I pasted the code at the start or also at the end but error remains the same.
How can I can maximize my php execution time in wordpress, because I don’t have access to php.ini and there is no php.ini file in wordpress.
