Shortcodes: All characters ” (U+0022 quotation marks) are automatically converted to ” (U+00BB, right quotes)

I’m having a serious problem with WordPress 4.9.4

This problem occurs on articles that contain a shortcode, regardless of the theme used, for example this is a shortcode as stored in the database :

[shortcodes label=”label is here”]
[shortcode label= “The app label” id= “698”][/shortcode]
[/shortcodes]

And the result, sent by WP is (using the default theme Twenty Seventeen) :

[shortcodes label= »label is here »]
[shortcode label= »The app label » id= »698″][/shortcode]
[/shortcodes]

Apparently all ” (U+0022 quotation marks) are automatically converted to ” (U+00BB, right quotes).

As result, the shortcode_parse_atts function in the wp-includes/shortcode.php file is unable to retrieve the different properties of the shortcode.

For example, I get “label” instead of “label is here”, the rest of the text is truncated.
