Splitting stacked navigation into two columns for mobile

I’m new to HTML, taking my first class at university now, so apologies if this is a dumb question.

I have a stacked navigation which I want to split into 2 columns when downsized for mobile use, but I’m unsure how to do it. This is the code I currently have.
