why is my menu backwards?

I am trying to develop one of those nav menus that has one on top of the other like so:

This is my header.php:

It’s not looking right though:

BLOG and LOGIN are on both menus. Also, in the code my top one is default and the bottom one inverse yet the top bar is black and you can’t see the difference but if I change the code where the first menu in the code is default, the bottom menu bar changes to default. This is driving me nuts.
